Note: Sometimes with a 30 amp dryer receptacle (outlet) it can be hard to get it one the terminal where the plug plugs into. Pulling out the receptacle and testing on the screws might be a better option.
Nov 30, 2020 goodness. this exact same thing happened to me except 1) my old dryer worked for a few months and started getting not as hot 2) my new dryer blew up immediately after turning it on 3) i determined myself that the outlet was wired wrong with a multimeter i have no idea how the old dryer continued to work with the ground pin being hot.

And I have seen welder outlets at my local hitch shop that are also a close enough match - the shop owner even warned me not to plug into them. But the visitor to an RV park need not worry.
